Deciding factor: Item Bonuses
There are currently two good options, the supportive Enchanted Bregan D'aerthe Provoker's Cuirass and the defensive Abyss Conqueror's Provoker Cuirass.
Supportive
☆☆☆ One Recommended Choice
The Enchanted Bregan D'aerthe Provoker's Cuirass is one of the few options for the fully supportive route. The gained AP (when the Orbs are collected) is massive and allows DPS to fit another Daily in between Artifact Calls. However, there is a hook: Most average people do not know the effect the Orbs and many endgame people do not care to collect them (also because they are hardly visible). There are further important notes, that make the Armor even more interesting:
To collect the orbs you have to jump on the spot to gain its effect. You see that you collected it, when you see a small 'healing' effect on you.
Bug: You collect all Orbs, that are in your characters hitbox! That means you can gain e.g. 3 Orbs and gain 45% AP!
Bug: The orbs give slightly more AP!
The Orbs stay for 15 seconds and after the 8 second effect you can collect a second unch of orbs before they disappear! (Well if not all 5 Orbs were taken though)

Defensive
☆☆☆ One Recommended Choice
(I was unsure if ☆☆ would fit better, because the bonus is not that reliable and great. But as a comparison to ONLY other armor bonuses, it is a ☆☆☆.)
One of the better bonuses for tanks! The 30% Stamina Regeneration is the only part with a cooldown. Unfortunately not 100% uptime, but that is barely any tank bonus.

A starter item. Easy to get as long as Mountain of Flame is not IL restricted. Otherwise pretty useless.

This armor is a starter upgrade for other tank classes, but as a Vanguard Fighter, that targets to hit only 75% Awareness due to ‘Dig In’, the remaining 75% shall be capped more reliable. The Awareness is only given AFTER taking a few stronger hits or after a slow tankbuster (like Annihilation). Thus not a useful counter for most tank busters (beware the 10s cast time from Annihilation!). Thus, this item is designed to counter often and strong hitting enemies.

Formerly the best option for survivability. In every dungeon and raid it provides 7500 Awareness consistently. However, since more and more stats can be shifted, Awareness should be capped in other ways. Thus, a different Armor piece should be taken instead!

Trap gear: The hit that triggers the bonus is not affected by the 3% damage reduction. Thus not a useful counter for tank busters (beware the 10s cast time from Annihilation). The uptime of the bonus makes the item not worth it.
Its lesser IL versions ‘Gallant Ward Breastplate’ and ‘Barkhide’ fall into the same category.

Offensive
I wouldn't really recommend an offensive choice, but will at least give some notes about some armor's.
☆ Untested, but probably a copy of the Starforged Cuirass! Due to its 50% Uptime of 2.5% Damage Resistance it is not that bad anymore. Source: The Infernal Citadel (Master)
★ The premitigated Damage is really only 5512! The Threat Multiplier seems to be around 6. So deals less threat than any threat generating rings in 1 second. Not worth to test further.

Not too shabby armor for Underdark adventures. Good for getting a boost in threat. I didn’t find a good use for it though, as I did not feel the need to do more threat or damage in dungeons and trials and rather took advantage of more survivability.
Note: The +6%/12% is added to the Outgoing damage multiplier.
Note: “facing” means that you stand in the 180° which the enemy is facing. It does not mean having aggro, like some older bonuses make use of.
