Deciding factor: Item Bonuses
There are two ways on how to fill the shirt slot:
Choose the trousers based on the trousers equip bonus or
choose trousers with a Shirt-Trouser set bonus but with a worse item bonus
With Mod 29 set bonus of 2% Defense, both ways are viable again!
Supportive
There are currently no Trousers available that provide supportive bonuses.
Defensive
There are quite a few defensive bonuses on Trousers.
☆☆☆ Starter Item
The Bonus is broken and works differently than described! Instead of no "teammates within 30'" the bonus is given, when AT LEAST one person in the group is 30' away. Thus this starter item is very good even for endgame!

It is a good choice against tank busters but not so great against fast hard hitters. Easy to get. This is one of the items, which might be preferred over the set bonus!

The new mod 29 trousers. Only great when combined with its set bonus. The 1.5% Damage Resistance is nice from time to time, but for bosses without adds, only its Item Level and its set bonus are reliable!

Good for starters as long as stat caps are not in a right place yet. Also nice for trash mob pulls without the use of Dig In. Should be replaced sooner or later. Might not be worth considering its cost.

The trousers with the Warden’s Defense bonus. The bonus has a 10 second internal cooldown, thus at least one hit is not covered every 10 seconds. Stacks with the same named bonus from the armor piece.

The trousers with the Charged Defiance bonus. It is a good choice against tank busters but not so great against fast hard hitters. Easy to get.

The trousers with 5% Recharge Speed. Its bonus is inferior, however when it is used to get the cooldown of Iron Warrior below the critical 19s against tank busters, then it is a valid choice.

A hybrid bonus, as it can be used both defensive and offensive. 25 Action Points equal 2.5%.
Only interesting due to the combination of Encounter Reprieve, the set bonus and high Item Level.
Requires a Dragon Hunter Rank of 75 though.
There are other shirts featuring Deflect, Deflect Severity and offensive stats instead of Critical Avoidance too!

A good choice when Second Wind or Phalanx must be used regularly. There is currently no content requiring this though. Thus not recommended!

Offensive
Most Trousers have better defensive bonuses.

A good choice for easy scaled content. Bonus has no high uptime in master content where Stamina is regularly used!

Extremely low Item Level but part of a great set bonus. Can be used in scaled content where the current Item Level exceeds the cap.
